Per 09-apr-2009 a new airspace-file for The Netherlands is valid. You find many changes and most importantly the second phase in the implementation of the Transponder Mandatory Zones.

* IMPORTANT CHANGES PER 2009-04-09 (fase 2 of TMZ-regulations):      
                        
* The following Transponder Mandatory Zones (TMZ) are always active:   
* TMZ Eelde:     1500 ft and up               
* TMZ Maastricht: 1500 ft and up               
* TMZ A:     FL 065 and up                  
* TMZ C:     FL 065 and up                  
* TMZ D North:     FL 065 and up   (included as TMZ D n, FL 065 - FL 195)   
* TMZ D South:     2500 ft and up (included as TMZ D s, 2500 ft - FL 195)
* TMZ E:     FL 065 and up                  
* TMZ Rotterdam:  2500 ft and up               
                                                               
* The following Transponder Mandatory Zones (TMZ) are active on weekdays
* from 09:00 until 17:00 local time:               
* TMZ A:     FL 045 and up                  
* TMZ B:     FL 045 and up                  
* TMZ C:     FL 045 and up                  
* TMZ D North:     FL 045 and up   (included as TMZ D n, FL 045 - FL 065)   
* TMZ E:     FL 045 and up                  
* TMZ G1:     FL 045 and up

* TMZ Eindhoven and Caution Area Rotterdam are withdrawn.      
*                                                                       
* Lower limit of Dutch Mil TMA's A, C, D and E Class B is raised from     
* FL065 to FL095 from FRI 1700 to MON 0000 LT and during legal holidays.
* However, this does not apply to TMZ A, C, D North and E. As a result   
* gliding above FL 065 in EHAA FIR is not possible during both weekdays,
* weekends ánd legal holidays without mode S transponder.       
                        
Be careful: Upper limit of Dutch Mil TMA B is always FL065,
airspace above Dutch Mil TMA B is Amsterdam CTA East classification A!
If a transponder is carried it shoud also be activated outside TMZ's.
Do not activate transponder during winch-launches.

* make a final decision about the status of ENSCHEDE/Twenthe before the

* 1) ENSCHEDE/Twenthe remains closed until further notice; local glider   
* flying and motor flying can be expected.            
* 2) The Twenthe CTR is deactivated; entry and crossing clearances are 
* not required.                     
* 3) The Twenthe ATZ remains active until 31 DEC 2009.

* System of update definitions: Version 4.5 is the update released in   
* year (200)4 and month 5 (may).
